As Land Projects Manager for the National Park Trust, McGinnis is leading a coalition of local citizens in an effort to preserve the Washington Family Legacy in Jefferson County. On development issues, she is viewed as a levelheaded consensus builder. As such, McGinnis was appointed to the Charles Town Citizen’s Advisory Council in the wake of the public’s response to the City’s expanded urban growth boundary.

McGinnis’ professional background includes eleven years in nonprofit management; three years as a sustainable development and comprehensive planning consultant in Chapel Hill, NC; four years as a business news reporter for the Wall Street Journal; and one year as a Henry Luce Foundation fellow in Southeast Asia, where she produced documentary films.

She also holds Masters of Business Administration and a Masters of Regional Planning from the University of North Carolina, Chapel Hill. Her studies specialized in sustainable economic development. McGinnis grew up on cattle ranches in Montana and Arizona, and she received a B.A. from the University of Colorado, Boulder in 1988. She and her husband have been married for seven years and have two children aged five and three. They are members of the Shepherdstown Presbyterian Church.
